There is a **** for adjusting the headlights. It's below the headlight assy and can be reached from below the car. It came with a rubber cover over it. Pull the cover off and rotate the **** til the assy is flush.
Before doing that make sure that there is no cause for the light assy to be binding which might be the cause of the assy not going all the way down. Binding? Remove the restriction.

There is also a mechanical stop on the subframe structure behind the headlight assy. Don't know why it would have backed it's way out, but you might want to check that too. I had to finally bend my rods some to get 'em to sit flush after the Bambi strike & shitty repair...

make sure it doesn't hit the hood or anything either... i bought a car once where the driver's side headlight hit the hood every time it went down or up... and also check to make sure the two bolts that hold it in are tight... i had a problem with this once and it CAN back the light up to the point where it won't be flush... (i cant remember if there are more than two bolts or not, but I know there are two on the top LoL)
