handbrake stuck

my hand brake is stuck and wont come on , its the lever on the calaper thats stuck, anyone got any advice. i needs it fixed 4 cirtafacation.

Maybe the cable got disconnected? My ebrake cable is disconnect on my dd and it doesn't work. Sounds like the same problem, with the caliper.
