Got it running, but...

88 NA Vert 5spd.
Okay, first things first. This car has sat abandoned for 3 years, I picked it up, changed fluids, flushed coolant and changed plugs. Wouldnt hold idle then, wont hold idle now, well below 2k. I got it to hold a smoothish idle at 2000~2500 rpm. I took a few videos of it in various situations. It will drive but doesnt have enough power to do much past 35~40. It doesnt overheat, as far as I can tell it holds steady 1/4 way up on the gauge (its an S4 mind you). No idiot lights, no buzzer. All seems to operate smoothly.
The known bad:
The pipe running from the cat to the intake is broken at the joint from cat to return pipe.
The return pipe also has a mystery vacuum line hanging off of it.
all plugs are trailing plugs (7e somethings. NGK)
exhaust is all kinds of messed up. Leaks everywhere. Missing one bolt on the header flange, both on the after cat flange, its just hanging out by rust. And the grand finale, someone cut off one of the mufflers.

Anyway, thoughts on what may be the issue?
No power makes me think low/no compression, but not sure about what else could cause it.

I'm gonna go ahead and say you're probably running on 1 rotor. Compression check is needed ASAP.

yep, compression check is always a must on rotaries.
If the compression is good, check for spark on all 4 plugs, then check for fuel going to injectors, you will have to take the injectors out and test them to see if they actually spray.
If the compression is low, with the car sitting for 3 years or so, the apex seals are probably stuck. Some people have luck with using ATF and letting it soak in the chambers to free stuck seals. Though some people are saying ATF will be problems for your coolant seals though.

If compression is good, and your not leaking any fuel around the injectors you might want to check your fuel pump filter and fuel filter if you didn't already replace them.
