fuel pump or secondarys??

so i was heading to my buddys house yesterday and all of a sudden the car refused to rev past 3900rpm.
its now like the 3800 hesitation its more like a fuel cut at 3900. i can get it past if i only use like 10% throttle.
so could it be the fuel pump or the secondarys?? the car is a 88 se that i rebuilt with a street port and its got about 3500miles on it since the rebuild.
thanks
Jason

Don't worry, we've all had our slow moments. Experiencing the same thing!
