Fuel Pressure testing 15psi

So i hooked up a homemade fuel pressure gauge directly to the pump via the access hole, was getting like 15 PSI. It sounds like it's pumping pretty weak, but then when it gets to 15psi it sounds very very weak, and that's as much at it will go. Looks like that may be my problem with my $300 car. i tried testing right after the fuel filter and wasn't getting like 5psi... so i figured i'd test the pump itself.

Ok, slapped another fuel pump in my beast and now it runs perfect. Thanks to all those who helped me along this hurdle.
