fuel pressure regulator vac nipple question

Can the fuel pressure regulator line be connected to any vac source? It is always connected to the middle nipple on the lim. Why is this necessary? I cannot see any reason for this other than maybe to even out the intake pulses.

bingo

this is very important as it will will make the ECU seem like it's picking up engine noise. (erratic injector output)
