Fuel Pressure regulator
I am sure they go bad, there is a way to test them if you have a pressure gage...I believe that the idle pressure is regulated to somewhere in the 25-30 PSI range, then it goes up as RPMs increase to about 35.
I have an extra one I would sell you if yours is bad..

They *can* go bad, but they rarely do - I don't think I've ever seen a bad one on the jillions of 2nd gens I've worked on.
That said, if it is bad, there's a jillion used ones out there.
