Fuel gauge only works when tank is full

Ive had this issue since I bought the car used but never dug into it. The fuel gauge shows empty unless the tank is all the way full. After filling it up and driving it more then 20 miles the guage drops down to empty. It sounds like a floater issue to me but I have never seen or replaced a fuel pump in a 7 before. Is the fuel pump and float all one assembly or is it seperate? Do you have to drop the tank to remove the fuel pump assembly or can you remove it from the trunk? Any ideas? I have an 88 NA convertable. Thanks.

Its all one assembly but I dont know about getting to it in a vert.
