Does it enter through the FPR or exit it?

fuel comes from the filter to the lower rail with the fpr.

Both.
FPR is the last component in the fuel system before it bypasses back to the fuel tank.
If the fuel pressure is high enough, the FPR will bypass the excess fuel pressure back to the gas tank.

ditto what Ted said, it is the exit of the system before it heads back to the tank.
