front rotor housing on the rear

can you use a front rotor housing on the rear for an 87 tii

Yes, If you DONT plan on using the stock coolant passages to the turbo. I've seen it done but they are 2 different housing.

WTF are you talking about?
If they are both TURBO rotor housings, the coolant passage in the rotor housing for the turbo is drilled for BOTH.

Only NA rotor housings are not drilled.
