are the front and rear rotor hosuings the same?

The difference is emissions. They can and have been swapped around. You'll only notice the difference if you try to pass emissions. Outside of that they will work in either position.
The key or the difference b/t the two housings, is the triangular area on the bottom right, forward and rear side of the housings. That triangular area on the front and rear side of the housings, has either one or two passages of approx 1/2 inch dia. On the rear housing, on its aft side, that triangular area has TWO holes. One of which leads to the diffuser. On the front housing, on its aft side, there is ONE hole. Guess where it does not lead to.
These passages supply PORT AIR to the exaust diffusers from the air control valve, or one of the half inch holes that lead directly toward the exaust. If you swap housings, the air from the acv cannot go to the diffusers in the exaust port. There will be no access.
Frankly the best thing to do is to look at a front and a rear housing side by side and peer into the triangular hole on the front and aft side. Triangular hole located on the front and rear side of each housing.
Also take note there are shops and rebuilders out there that are flat ignorant of this fact and are screwing the daylights out of their customers in emissions mandated states. I know of one of those shops located not more than a half mile from me. I really think its ignorance, which can be corrected, because they are just ignorant of how things work. Whatever.

Kahren.......emissions=housing in the right place. Pass without them in the right place....ask J-RAT what he thinks, or read his posts of a half year ago on this subject. In short.. nope.,
