Front end hop while backing up - what is wrong?

Front end hop while backing up - what is wrong?
I've searched and searched, so I hope I'm not asking a new question ...
With the steering wheel turned to full lock, when I back up the front end feels like it is hopping. It is as if the front wheels are not aligned, but the car doesn't pull to one side or the other under normal driving conditions. I found that the right front hub had a bad inner bearing and replaced the hub. The hopping is now less pronounced, but it is still there. I've taken the car to two different shops and both said the tie rods were alright. I've noticed that the outside of the drivers side tire is wearing very quickly. Could this be bad struts, tie rods, or just an alignment fluke? I'm all out of ideas and I don't want to ruin another front hub. Anyone have any ideas? Thanks for the help!

Regarding the outside of the DS tire wearing, I'd check the camber, and/or bent spindle. When I bought my car, the DS spindle was bent from a curb hit by the previous owner, and that's where the tire wear was. It had loads of positive camber from the hit.
