fresh rebuild starting and idling

about 6 months of workin on the damn car and engine (s4 turbo2 on s4 n/a rotors) we finaly go to start it to no avail. the starter motor did not have enough cranking rpms to start it so we decided to pull start it which worked very well, well my question is, is it normal for fresh rebuilds to take so much to start? this was earler this afternoon abotu 2 hrs ago. im worried that it wil never start under its own power it didtn even start with startign fluid. and with gas in the tank it just flooded every time.... all emissions are off along with all idle control and what have you (rotary resurection s4 emissions removal) it runs very rough... also im runing on just the downpipe for right now so its very loud and has no restriction which could maybe be a problem? i can not get it down to 1000 rpm without it dieing on me and the engine will not run on its own i have to keep my foot on the gas. Will adjusting the throttle body and tps allow it to idle on its own? and start on its own? i'm not asking how to do this i can search on that but im asking if this is what my next step should be. i am expecting an idle of around 1000rpm im fine with that.
removing all that changed how my engine runs THAT much to where it wont even start? id also like to know besides tps what els can you adjust. heck i might even be off a tooth on the crank angle sensor! maybe i got in over my head sorry the info is so scatterd my mind is all over the place... to many questions
