Exclamation FPR located on lower rail, PD on upper rail

Is this normal? Can i leave it like this? if so should i still run the fuel pump line to the PD on the upper rail and the return line from the FPR on the lower rail?

it looks like you have a jspec motor. this is how they are made. just reverse fuel lines when you hook them up. but their position is normal.
