Are your low beams on?
If the lights are off, the fogs won't turn on.

Fog light relay installed?
Check the row of relays near the hood latch. There might be an extra connector -- one with 4 wires (one is Red/White). Get an extra working relay and try it.

Don't use the existing relay: one of them is for the headlights. You could use it, but the then your headlights AND fogs won't work instead of just the fogs. I don't know what the other ones do, I'm just skimming through an FSM at this point.

Check back in with your results.

yeah the other night i checked my rx7wiring diagram and saw that i was missing the relay! i pulled it out of the kids car and now they work like a dream! now my only problem is that dont have the brackets the fog lights hook up to since it looks like you have to take off the whole fricking bumper to get to em. i got the part they pop into and everything just not the part they screw into the car. and i dont think the kid will let me take his car apart since hes trying to sell it soon :/ oh well! drills, dremels and zip ties it is!! XD

Glad to help! If that didn't work I was about to have you grab a multimeter and start probing plugs.

well hopefully this helps someone out in the future since i've never seen any other fog light threads that tell you you need the relay in the front!

but it would be nice to figure out how to get those damn brackets off .... i'm sick of my fog lights falling out cause i have them just shoved in the area so they just hold in. plus they are so far back they dont look as good as if they were mounted properly :/ i'll have to write a new thread about that maybe :/

just get the brackets. That way they are mounted where they are supposed to be. OEM will be better than what you can fabricate I can assure you on this subject. Popping your bumper off doesn't take that long and its super easy.
