foamy bits on the underside of the car

hi all, I went for a very hard drive the other day and came home to find that there is a piece of foam hanging from the front of the car.

It's tubular in shape, and black in color, has a diameter of about an inch and a half. It covers a silver pipe (?).

Just wondering what it does, and if it is ok to yank it off?

Hmm, the only foam I can really think of is the foam at the bottom of the radiator and oil cooler, but those are gray and not tubular.

The only other thing I can think of is the silencer hose for the ACV, which comes from the ACV, to the passenger side, and dumps right in front of the tire.

Any better description on locatrion or maybe a picture?

Perhaps it is an insulator that someone has installed on the A/C lines? Whatever it is, reinstall it. Don't just pull parts off at random.
