Fluidyne Radiator Question

I don't know what these to holes are for. I am guessing the the 2nd image is a drain hole plug, but my stock drain plug doesnt fit it all the way. I didn't get anything to cover it. Thats why I am stuck. You might need to copy and paste the links to your browser for the links to work.
