Question Finding oil might be coming out of the BOV

I have no signs that the turbo is going, like white smoke, other then that i have found oil on the intake tubing. maybe at high rpm its spitting it out.
how bad is this?

If it's a slight amount of oil, this is "normal".

at what point does the Oil Metering Pump dump oil into the air/fuel mixture?

the oil metering goes right into the combustion chamber, and cant be attributed to the oil in the ic hoses. Also, if you turbo-time your car too long you will get some oil seepage. The turbo is sealed dynamically, so at no load, the seal is at is weakest. If you let it idle for 5 minutes a small amount of oil making its way into the compressor is normal.
