final prestart checklist?

1987 TII sat for 3 years...
ok here is my check list.. help me make it right.
*add a little MMO to trailing plug holes.. .25 cup each?
*pull the 2 fuses and do the unflood thing to build oil pressure.
*replace fuses and try to start with stick in neurtal possition. should initiate high idle thing I hope.
umm now to adjust idel... well the stock IC is in the way right?
i dont know what to do/turn once i know if the idle is high or low..
I have read there is a stop screw or some thing like that I need to look for.

on TIIs idle is adjusted by a screw on the BAC.
yeah, get oil pressure first.
You changed the oil in the motor? might be wise.
Was the car running when parked or no? don't even BOTHER if the car was dead when it was parked, its very dead now.
ATF or MMO in the upper (trailing) plug holes while cranking, use lots... too much won't hurt anything. Let it sit for 24+ hours after doing this.
after you've let it sit, pull the fuses again and crank the engine for like 10-15 seconds, enough to get oil pressure everywhere. Then put the fuses in and off you should go

it was running with it was parked... it had a 20k mile motor put in it from a rear end wrecked car.
the upper holes? umm i guess im wrong but the upper holes are the leading? hmmm
wont putting oil in the upper holes get it right on the lower plugs?
the motor spins freely... well it did before the starter went out.. i did a compression check on it. it read 95 in front and 90 in rear. I figure compression will go up when the oil gets goin.
so do i still have to let it sit?

L for Leading.
It's marked right on the housing
If your compression #s are that high, you should have no problem getting this started.
I'd still do the MMO and let it sit a while.

ok ihad this weekend planned to start this thing. looks like its gonna have to wait on a starter.
umm so do i put the oil in the upper holes or lower? umm logic would make me think lower holes... so i dont pour oil right on the lower plugs.
please explain why this is wrong?

there was no gas in it... i put 3 gal of high test and the guage went from bottomed out to right about "E".
im gonna try it like this... if it wont work ill drain the tank and start fresh. i know i should anyway.. but i dont have the money to buy more gass till tomarrow. i get paid tonight. It my day off, i get the starter today, this bitch is gonna run.
