IN theory, the BAC valve is supposed to help the engine idle under load. Very often in practice, they dont work quite as intended, especially with them all being 15+ years old at this point. IN reality, these cars aren't great for a/c in the city...theyre usually not all that cold (again, due to aged parts and poor maintenance), the engine control system doesnt respond quickly enough to keep idle correct under the added load, the a/c system adds unnecessary heat to an already heat-sensitive enginebay, not to mention that the rotary has little low end torque for pulling away from stoplights and the a/c just totally saps any glimmer of hope away.
As a rule, I only run a/c on the highway in the 7, it's just not a city-a/c kind of car unless everything is in tip-top state of tune.

another "check the BAC valve" thread.
Take it off, and clean it up nicely with carb cleaner, just drench the bitch ;D
re-install preferably with a new gasket and torque both bolts to spec.
