CA Failed Smog - High CO levels

Hey guys

I have a 1988 GLX n/a that keeps failing smog and gets flagged as a gross polluter. I took it to my local rotary mechanic (Mariah Motorsports, Santa Barbara CA) and they went through and fixed the air control valve, egr valve, checked the cat, checked injectors, fresh spark plugs, did a general run through. Ran much better after the tuneup and could barely smell any gas, but still failed. The CO levels were 1% lower than before, but are still 3x the limit. Ran it hard and got it hot before the test as well.

Any ideas?

I had the same problem. First and foremost, verify the rat's nest is 100% correct. Then verify the solenoids that actuate the valves in the acv are still good. Also make sure the o2 sensor is working. Mine actually turned out to be a couple vacuum lines being reversed causing the acv not sending air into the exhaust manifold. Mine is an 88 gtu.
