Failed Emissions--will air pump fix?

I went thru emissions here in NJ this morning. I knew I wasn't going to pass, but I needed to at least get a rejected sticker so I can legally drive the car while I'm getting it setup.
Below are the readings: (the first number is my reading, the 2nd is the standard reading)

IDLE
HC ppm 600 220
CO% 5.23 1.2
CO2% 9.1
O2% 4.6

HIGH IDLE
HC ppm 232 220
CO% 3.92 1.20
CO2% 11.0
O2% 2.6

Is putting on the air pump all that would be required to pass or does it look like something else may be wrong?

The air pump literally pumps fresh air into the exhaust to dilute your emissions. Not sure how mazda got away with that one really... It will certainly help your chances

There's a section in the stickied FAQ for emissions testing with a chart that is very helpful. I know you can't pass here in Cali without an air pump and split air pipe that feeds the cat. I'm not sure if you can squeak by your test without it. Other items are fresh oil and have the cat as warm as possible going into the test.

Thanks. I'll check that sticky.
Also, I should have mentioned--it's a newly rebuilt jdm import with 900 miles on it. Haven't changed the oil yet on the rebuild. Brand new cat and o2 sensor. Haven't put the air pump on yet because I can't find anyplace that'll sell me the pipe that connects to the cat, so I may have to fab something up. Also, the idle is high--1500rpm

I'll change the oil, make sure the idle is set where it should be and setup the air pump. I'm hoping that's all it needs.

man 220 hcs? you don't even need a cat to pass that test! in CA we have to do something like 80-100hc's...

you do NEED the air pump, and the air pump air MUST be going to what mazda calls "port air". this has a HUGE impact on emissions. the split air pipe isn't used during the emissions test, its basically there for deceleration and cruising.

hook it up to port air and you will pass with no problem.

What do you mean by 'hook it up to port air'?

you may have to read the FSM, www.foxed.ca but the air pump air needs to go to the exhaust ports, mazda calls this port air. in the stock setup, the ACV routes the air there. when you take the take the ACV off, the port air passage is the big round one on the intake.
