Here are some possibilities: Cats are gone, ACV is not injecting sufficient port air (ACV, Air Pump, or switching/releif solenoid valves defective), or too much fuel at idle (leaking injector, misadjusted idle mix adjust screw). Could also be bad water temp. sensor. That should get you started anyway. Good luck!

what have you done since your last test? Try checking the TPS. I bet it's way off.

Also, run a bottle of those smog check gurantee cleaner. Finish running the tank and then try for a smog check again.

I would still look into the things ppl have suggested too.
