Factory installed vacuum leak in the throttle body?

Does anybody happen to know why Mazda installed or created a vacuum leak on purpose by the thermo wax ring? You can see the cut groove on the black gasket that would bleed air from the secondary throttle body butterflies. The leak is big enough to where I couldn't build air pressure during a boost leak test.

Yes I found that leak. It does seem to be a metered leak that was meant to work with all the stock components. It's ok to seal it off, since so much of the system is being changed around anyway.
