Exhaust question

In the side of my cat eliminator down pipe there is a air pipe welded to it that leades to the engine compartment by the exhaust manifold. Is this necessary for an emissions removed car??

No, it is the split air pipe that connects to the ACV. You can just leave it, as it is doing nothing anyway.
