Exhaust has ground strap?

Theres a strap on the stock exhaust in which I broke off when installing my CS, i haven't noticed any issues of course.

My aunts durango (hemi one) she had a flowmaster put on, her check engine light would always be on, her bf noticed a strap cable hanging down, he soldered it back onto the uhhh clip, whatever its called. Check engine light stopped going off, this one looks exactly the same but not as wide... its near the fuel pump (When I had that taken off I noticed the strap.

I'm going to test my O2 sensor when I go for a spin see if its working properly still, but is that a exhaust ground? If so, and the o2 sensor isn't working, that's mostlikely why...

Yes, it's an exhaust ground.
No, it's not the primary ground for the O2 sensor.
It's to minimize corrosion to the exhaust system.
No, it doesn't do a very good job at it.
You can leave it disconnected.

The computer was reading rich/lean (switching every sec or so) while crusing, during throttle it read rich, during deaccel it was reading lean

I'd say the o2 sensor is working.

Yeap, sounds like it's good. It should flick back and forth at cruise or idle.
