put a screwdriver through the donut and wedge the tip against something so you can pry it on.. I know thats a crappy description, but you'll see what I mean.

i find it easiest to put as much pressure on exhaust system in the direction of the donut your trying to put on, having the donut on the exhaust system hook. then use a big screwdriver and put it through the donut and in the other hook and just fight it. thats the best way ive found to rig it. difficult to explain but hope it helps you out

I just hook the donut on the upper hook, tie a piece of small rope on the donut, offer the exaust up to it, and pull like stink on the rope until the two meet. Usually make a loop around the other end of the rope and put my foot in the loop, and use my foot to pull while I use my hands to manipulate the rubber donut over the other hook. No, I don't have a easy method. Someone out there does.

I found that the easiest way to do this is to put a jack under the exhaust , and jack it up to where it is touching the bottom of the car. Then, grab those doughnuts with a set of pliers, and pull like hell. They should come off fairly easy, being that the exhaust is a little higher up now and pressure is off of them. Just my $.02

When I swapped out the exhaust on my 91 NA (don't have it anymore) I had the same problem - A hell of time getting those things on. In addition to all those tips, I sprayed a little bit of wd-40 on the hanger and the donut. When you get it close (big screwdriver, rope, etc) it slides on a lot easier.
