Exact Tests to check Coolent & Oil seals are good.

I'm mainly concerned about the coolent but theres occasions when their's blueish smokecomming out and its very stinky - may be oil...

but for the main part I'm 95% sure the Coolent seals are bad which may mean I get to keep my dads car so now I need to makesure its BAD by experts so tell me everything to do and I'll report back on how it went. Right now the overfill is HIGH I mean high as hell, about 3inches higher then the FULL line....my dad said he put a cup in the rad when the buzzer went off. Now the rad neck I cant even see coolent/water in it at all which there should be right?

So I'm thinkign I need to add water or if I got it some coolent back in there to see if it bubbles or is burned off right?
