VT Erratic Idle at start-up, then fine

Hi all, another idle thread I know. I searched but most idle issues are different than this issue and relate to an overall bad idle.

When I start the car up, (every time) warm, or cold, the idle will start at 1500-2000 rpms, after 5 seconds or so drop to 1000-1500, jump up and down from 2000, down to 1000, up and down.
When warm this will only happen for the first few minutes or so, but when cold this will continue to happen for 5-10 min, sometimes a bit longer depending on how cold it is outside.

After that the idle is a perfect 800 or so, nice and smooth northing weird there.

Would this be a TPS adjustment? Or should I be looking elsewhere? I am going to try and get out today and see where the TPS is at for adjustment, but wondering if I should even worry about it being the TPS since the idle is otherwise perfect.

Update,
I tested and adjusted the TPS sensor to 1v. It was at .85 v when I started. BUT I still have the erratic start up idle.
