Engine Not Starting, battery is GOOD, What next?

I just talked to my friend who has my 1988 rx-7 N/a and it wont start. i was told all the lights come on but no turnover, what steps do i take inorder to fix it?
batt is good, i am about to go work on it in an hour, your input is apprecieated.

If it doesn't turn over it's most likely your started. If it turns over but doesn't catch check the engine fuses located on the drivers side strut tower.

if it turns and fuses are ok, check if it is getting fuel and check for spark

9 volts will make the lights come on but won't turn the starter. Are you should the battery is dead? I'd check it with that voltmeter. Both the voltage and the amps.

Has he been doing any kind of work under the hood that would possible cause something to be accidently disconnected?

ok i'll do that, and he has been doing work on it a little, but i think it was more on checks fluids hoses and checking for rust( i just got the car), he doesnt think its a batter problem but i m gonna try to jump it, if that dont work, i am glad its parked on a hill, then we'll just pop the clutch, still havent found a voltameter, anyone know the how to test without one

Check and make sure its getting fuel and spark before you push it down the hill, cause if it don't start, you'll have to push it up the hill.

yes it getting spark and fuel, it was running fine yesterday mornin, i guess wat i am going to do is check the wires that run to the starter. and see if its getting juice, if so, then i will just get a new starter
