engine hesitation

i seem to be having a slight problem with my 87 turbo 2...when i hit the throttle at all the car will break-up untill it hits about 3000 rpms then it accelerates normally. I have recently chaged all four injectors with brand new stock injectors. i was told the engine was streetported at home so im assuming that they used like a pineapple racing template and im still running the stock ecu...brand new plug wires and plugs and have ohms tested the coils and they are withen spec. i have done emissions removeal on this car and rats nest removal...i redid all the vaccume lines except the one that goes to the wastegate...i doubt that there is a vaccume leak but i suppose anyhting is possible. i was thinking compression but im not very sure...the car does not want to idle any lower than about 1200 rpms or it stalls....it takes a long time to warm up but once it warms up it will idle around 1200-1500 rpms
