Engine Fuse Box volt readings

I pulled all the fuses out of my box today and tested them and have a few ?'s

the egi main fuse - the female connector towards the shock tower tested as a ground, AND read 4.* volts, when i put both tester ends on each of the terminals (bridged them) i only got a 9v reading.
The other fuse terminals did other wierd stuff- not all the connectors towards the shock tower side tested as grounds, only 3. Another inside teminal tested a 2.*v reading and bridged it was lower than 12v by quite a bit.
The other fuses had 12v readings when bridged.

is this normal or do i have some crazy shiat goin on?

sounds like you don't know how to use your meter.

The fuse terminals should be checked by the positive lead on eiher side of the fuse, while the neg lead of your meter is on ground.

well you should not have gotten any reading when you did this:
when i put both tester ends on each of the terminals (bridged them) i only got a 9v reading.

i just went and retested them

the EGI COMP get 12v on the outside(front of car) and the inside has 2.4, when bridged 9.6

the BTN has 12v outside, 1.7v inside and 10.3 bridged

So what do you suppose is the prob. here

this is with the key ON
