Emissions report... wtf?

I had to have my car inspected and emissions tested today, no problem. Well, it passed emissions with an exhaust leak but failed inspection because of that very same leak. Same inspector and all.

But, looking at at the emissions report, I noticed something odd:

15mph
Type- allowed- reading
CO%- 0.79---- 0.00

35mph
Type- allowed- reading
CO%- 0.85---- 0.00

Did the Gods of Rotary smile on me today? I didn't think 0% was possible, but it was accepted as a valid test. Regardless, It's good for the next two years.

15mph

35mph

The leak is small, like a cracked gasket or similar. Would it have failed if it wasn't leaking?

what about CO2 and O (if given)? if you have a high oxygen reading (above stoich; ~14.7 or higher -- right icemark?), you most likely have an exhaust leak -- high Oxygen readings show you have an exhaust leak or are running so lean your engine would have detonated.
its still odd you have a .00 CO reading. you should have still passed even with the leak filled. where's the leak, out of curiosity.
the air (from smog pumps) is fed into the center of your catalyst, so i don't know what effect an air leak 'before' the catalyst would have.

either way, your tests look good, though your NOx is kind of close. your HC is nice, though. the catch22 between HC and NOx is that more HC means you're running rich, but lowers your NOx which is an effect of heat. so, the leaner you are, the more power you make, the less your HC level, but your NOx will rise.
let us know how your test turns out, i'm curious. and again, post your previous CO2 and O levels if possible and your new ones if you have to take the test again.

These are the numbers I got today, and it did pass. VA doesn't give CO2 or O2 levels, so I don't know how they are. My numbers up there are all I have.

I just need to patch the leak, and go back to the inspection station with $1 to get my new sticker.
