emissions at idle

i have an 86 base that will be getting the turbo na treatment. i guess what im wondering is what is the emission output on a decently modified turbocharged motor at idle. more specificly, 12-15lbs on the motor with a decent a/f ratio in the upper rpms with the boost but modestly like 12:1 in the low. so basicly im building this motor good and with the higher boost, i want to run an aftermarket cat but remove my air pump and the air control, emissions etc. i know that there is no way this will pass emissions inspection most places; however, i live in sussex county delaware, and the only emission my county tests is at idle with a tail pipe probe. there is no scientific testing really.

with a cat, can i get away on emissions at idle with out the emissions hardware?

I don't *kNOW* but I'd say slim and none are your chances of passing. I think It'd be a wast of your time and the time of the person dong the job.

And, frankly speaking, how long does it take to put a airpump on (four bolts and a belt) and the ACV (three nuts and one vacuumline and two air lines)? Not that long.

well what im saying is that i want to replace the stock cat obviously because i am getting a t4 and it will need a downpipe anyway. with a performance stainless steel cat and no airpump and air control valve... will the cat exchange enough emissions at idle to make a difference. i do my own work so that isnt even a problem. id like to know before i try to go through inspection and fail. if there is the overwhelming chance it will fail i cant very well just throw the stock cat on the custom downpipe and hook the air pump back up.
