Unhappy emissions

i was wonderin if the acv and valves are necessary to pass emissions. i have em on my car the the ports do not opperate, i have a new cat on there though.
its a 87 gxl 108000 miles, do i have a chance?

The auxillary ports don't have work to pass emissions testing. They make no difference for emissions. The ACV should be there with the airpump. The airpump feeds fresh air to the exaust ports and on occasion the split air pipe. It does it thru the acv.
