Electrical draw/not enough power??

Hey guys, yet another issue with my car trying to get it to run properly. So I have a walbro 255 and as we know it is pretty loud, I can hear it over my exhaust, but I noticed if I hit my brake pedal or turn my blinker on, the pitch of the fuel pump will varry with every blink of the turn signal, or get weaker when I hit the brakes, now I tested the alt. and it is 13.7 with no loads (yes I know its a little weak, I like them around 14.2) but I have also heard that the fuel pump needs a lot of power so I should do a re-wire (like most DSM's), just looking for some feedback on if I should do a re-wire or maybe I have weak ground wires or something, thanks.
