ECU N/A 89 and 91

Are the ECU's interchangeable?
I want to trouble shoot my 91 with the 89 ECU.
The 91 is a N 353.
89 not out of car yet...

if the first two numbers are also 35 on the '89 you should be able to swap for testing.
