It looks like a compressor upgrade.  I wouldn't pay more than $500 for a used compressor upgrade turbo.  The manifold really has no value, as you can get them for a "dime a dozen", literally.
Unless the owner has more specs on the turbo, I cannot tell you how much power it can produce.  It looks like a T04E compressor housing, but it's hard to confirm with those pictures.

um the price he's asking for is about what you would pay from someone like www.majesticturbo.com but it would be new and very shiny. This is used. no matter how you try to slice it up. I gree with Ted. No specs also make it seem fishy to me. Hope it wasn't a backyard mechanic home job.

he says it's new... you could send yours away, and get the same thing done to yours. but it'll be the same price as that. plus shiping 2 ways.
this way you have the turbo on hand. swap in and out in one day. better then waiting 1-2 weeks for yours to come back.
so if you buy this. it'll cost around the same. but save yourself alot of time. and you could sell yours after and make a couple hudred back.
only down side is if you get it done yourself. you know who did it, and 100% what it is.
