E-brake Problem

My rx7 came with a handbrake problem, it doesn't hold. I tried tighten the ebrake screw but it doesn't make a difference, my car still rolls back. Any ideas?

Broken cable? It often breaks at the end where it splits into two since the steel cable does not have a protective coating at that point and rusts through.
