Question E brake?

I searched... I bought my car and the e brake was disconnected at the rear caliper. the T section from the cable is a good inch away from the lever on the caliper How is this adjusted?

two nuts on the cable run the inside nut as far to the inside as possible that is maximum extension. CAUTION people dont disconnect the E-brake as a mod or for fun it usually means that the cable is seized and that is likely the reason that it is an inch away. because it seized in the on position.
