Drives fine in vacuum only, But why?

Ok, so I finally got my turbo II running. I can drive around fine in vacuum.. I have about 17 on my guage in vac. But whenever I try to boost it bogs and hesitates, basically it falls flat on its face. You can see the guage read the stock boost, but it is hesitating and poppint etc.... so, I tore everything down and found that the lines to the wastegate and actuator stuff were brittle and torn, which I replaced. So It still did it.

Here is what I have done to the car so far.

New Fuel pump
I have run 3 new grounds from the block to the negative side of the battery.
1 new ground from the fuel injection manifold to the firewall
1 new ground from the tranny bellhousing to the firewall

I have had all four of my injectors cleaned and tested. They open and close as they should and are not stuck

I have replaced all of the vacuum hoses under the hood, including all lines for the oil injectors, and they are all in the proper places as they should be.

I have replaced all coolant hoses and lines and the thermostat.

the turbo spins freely with absolutely no play in it. It is 60k thousand miles young and smokes none whatsoever.

I did find that the TID has a split in it right where it connects to the turbo, but would this keep it from running properly in boost only? I thought this would make it run like **** at ALL times, it drives fine as long as it sees no boost. So I have not yet replaced this.

I have replaced the main engine relay, the main fuse box.
I am stuck... it runs great in vacuum, but dies in boost.. it implies leak, but would the TID really cause this? Would it still allow the car to run fine under vacuum only?

also

I noticed that the car shows it is getting its 5.6 lbs of boost, but it still is falling on its *** and not performing... Could this be my wastegate not opening up? The car did sit for 9 years, and we are thinking that the actuator is not working to open up the wastegate.

any ideas?

replace the TID. That can be a major factor as far as you rissue is concerned. when my TII did that (only once), it was a vaccum leak.
