dp + mp = 13 second car?

dp + mp = 13 second car?
I've heard that 89-91 TII can run 13's in the 1/4 mile with just a downpipe and midpipe. Is this true?

I think a DP+MP+CB exhaust+FCD=High to mid 13. There are a lot of factors that go into a 1/4 mile time, but I think it could be possible with the above. RB turbo back exhaust on a 89-91 would make it very possible
