Door catch switch question

I am a new FC owner(I just bought a 1991 FC) and I have run into an odd problem. The owner 2 previous from me (which is to say before the person I bought it off) said he bypassed the standard seatbelt closing switch with a toggle due to a shoulder injury.

I have looked in the door and the driver side doesn't seem to have the cable that would put it back to the way it should work. According to the wiring diagram there should be a "door catch switch" that actuates the auto seat belt.

My question is where is this supposed to be located, as far as I can tell from the other side there should be a switch in the door latch, but the driver side doesn't seem to have that.

Any idea where I can get the correct latch, or am I looking in the wrong area?
