CA this doesnt look right (88 TII)

i'm replacing the turbo on my 10AE and looking at the actuator rod for the flapper in the exhaust manifold i notice that it looks bound up and the flapper is very difficult to move. can this be adjusted back to spec or has something failed? here's a crappy cell pic that i took of it:

after removing it and comparing it to another one i have onteh shelf, i notice that the one that came off of the engine is more difficult to depress than the one from the shelf. both seem to hold good vacuum
