boost controllers will NOT lower your base boost level.. they will only increase it..
If you are boosting to 10psi with no boost controller, the lowest you will achieve with a boost controller is 10 psi...
If you want to try and lower your boost level a bit, try putting your stock airbox and TID back in...

thats not good...well i dont have my stock airbox anymore as it didnt come with the car when i got it. is there any other way to restrict the airflow...? and yeah i understand why it wont lower my boost. i was looking at it and thats the wastegaste actuator line...so closing the valve would only let less air to the actuator meaning it would take more air to open the wastegate meaning i BOOST HIGHER. damn....
To answer your original question, yes that is the line you want. You should obviously replace the old rubber hoses with new ones, and if the turbo's off the car you can remove the metal pipe as well.
As mentioned, restricting the intake and/or exhaust or porting the wastegate are the only ways to keep boost under control. Porting the wastegate is a much better option though, as 8psi (for example) with a ported wastegate and free-flowing intake and exhaust systems will give you more power than 8psi with with a stock wastegate and restrictive intake and exhaust systems.
