In the lack of details, I bet they got stuck with the set screws and instead tried to beat it off, instead of drilling it out.
I know how that sounds, but you know what i mean.

The fronts are a real Beotch as the hub is deep within the rotor.
The rears are really cake and come off with a good whack.
Yes,it is good practice to remove the screws before taking the rotors off!
Front Rotor Removal.
Take the rotor and place flat..wheel studs up.so it looks like a hat on the ground.
Grind the Rotor face off,all the way around,to separate the "hat" from the Brim.
What you will ned up with is the Hub with about 2 inches of left over cast, surrounding the hub and the Wheel stud face. You will also have a Big Ring of Used Rotor..(garbage)
Take a Hammer and BEAT the edge that you just attacked with a Grinder. You will notice that the Cast iron will Break and crumble when you beat it with a Hammer(don't be shy) ,and it show you the aluminum Wheel hub underneath,
You want to protect the wheel studs and the Bearing area to not damage them when you take the Rest of the Rotor off the hub.
Get a Flat chisel and start working your way around the Hub/rotor piece.
I put Old wheel nuts on to protect the studs, and a piece of wood on the open bearing area.Spray GOBS of Lubricating spray of your choice all around INSIDE between the hub area and the Broken rotor and hub areas..Full circle.Put the piece Studs down on wood.Hit the edges with a chisel and start Working your way around the Hub to ease the piece off.
You will notice it slowly will work it's way off..use more spray..then suddenly it will POP off.
