Does anyone know the best place to find a 13b crate engine, that is not that expensive? I just need a replacement for the stock engine, nothing high performance. If not were can I find an inexpensive rebuild kit? Thanks.

For a remanufactured crate style engine your mazda dealer is probably your best bet. Most FC short blocks are around $2000-$2500 with exchange from most dealers.
If you just need a rebuilt engine, I suggest Kevin at Rotary Resurrection. Good reputation and does great work. I thought he was rebuilding for around $1000, but check with him.
For rebuilding it yourself, I recommend Rotary Aviation's rebuild kit-minus apex seals (I personally would get my apex seals from Mazda).
