CPU missing one plug

Could that be the reason why my blinkers nor turn signals work? It has the big plug then it has two smaller ones on the bottom, one of them is missing and 7 loose wires are hanging tied with electrical tape. The missing plug has 7 connectors anybody got a diagram so I can place the wires where they belong?
