Question Cooling/Heating system problems

I'm having the problem of hot air just coming right through my air vents. The temperature control on the dash is on cold and I also have the air control to off, and yet hot air still comes through. It's an 1987 GX, with a rebuild, but I have a feeling that when the engine was rebuilt some heating/cooling parts were removed. I'm not too familiar with Rotary's and I'm wondering what it could be. Any help would be much appreciated, thanks.

Hey,
I'd check where the vents lead to. If you have A/C which I do I had the exact same prob. All i did was get my a/c regassed
