The hose from the fill port TO the overfill tank MUST be air tight. If not, when the engine cools, the radiator will suck air back into the radiator instead of the water in the overflow tank. Either that hose is not air tight OR you have a small leak elsewhere. The small leak elsewhere will also just suck air back into the radiator instead of the water in the overflow tank.
For extra measure...buy a new radiator cap, it could be mucking up , but my bet is on a leak in the hose b/t the overflow and the fill port.
